Το Ευρωπαϊκό Μεταπτυχιακό Πρόγραμμα στα Δικαιώματα του Ανθρώπου και τον Εκδημοκρατισμό (European Master’s in Human Rights and Democratisation-Ε.ΜΑ) διευθύνεται από το ομώνυμο Ευρωπαϊκό Διαπανεπιστημιακό Κέντρο (European Inter-University Centre for Human Rights and Democratisation – EIUC) και χρηματοδοτείται από την Ευρωπαϊκή Ένωση.
Δίνει τη δυνατότητα εκπαίδευσης στα δικαιώματα του ανθρώπου, σε επίπεδο θεωρίας και πράξης, με σπουδές που διεξάγονται στη Βενετία και σε ένα –κατ’ επιλογήν– από τα 41 συμμετέχοντα Πανεπιστήμια από όλα τα κράτη-μέλη της Ευρωπαϊκής Ένωσης.
Το Α.Π.Θ. είναι, διά της Έδρας UNESCO του Α.Π.Θ., ένα από τα 15 ιδρυτικά Α.Ε.Ι. και το συντονίζον Πανεπιστήμιο στην Ελλάδα.
Αυτό το Μεταπτυχιακό Πρόγραμμα είναι η βάση για μια επιτυχή σταδιοδρομία, σε οργανισμούς εθνικούς και διεθνείς, κυβερνητικούς, διακυβερνητικούς και μη κυβερνητικούς, καθώς και σε ακαδημαϊκά πλαίσια που ειδικεύονται στα δικαιώματα του ανθρώπου και τον εκδημοκρατισμό.
Κατά τη διάρκεια των σπουδών τους σε ένα πολυπολιτισμικό περιβάλλον, οι φοιτητές έχουν την ευκαιρία να συναντήσουν και να διδαχθούν από κορυφαίους πανεπιστημιακούς δασκάλους, εμπειρογνώμονες και εκπροσώπους διεθνών οργανισμών, όπως η Ευρωπαϊκή Ένωση, ο Ο.Η.Ε., το Συμβούλιο της Ευρώπης, ο Οργανισμός για την Ασφάλεια και τη Συνεργασία στην Ευρώπη, κ.ά.Entry requirements
Applicants are required to hold a university degree of a high standard in a field relevant to human rights, including disciplines in Law, Social Sciences and Humanities, and must have a minimum of 180 ECTS (Bachelor/General Degree).
Candidatures can be considered as long as the applicant has obtained a degree corresponding to:
- 180 ECTS credits (generally a 3-year course) or
- 240 ECTS credits (generally a 4-year course) or
- A combination of a degree of 180 ECTS and relevant proven additional experience or studies (such as 1-year MA or summer courses)
Applicants completing the degree entry requirements subsequently to the application deadline are requested to provide a current transcript of exams. Eventual admission into the Programme will be conditional upon receipt of documentation of the completed degree (by 31 August 2020).
All selected candidates who hold a non-EU degree are required to produce upon admission a “declaration of value” of their degree. Non-EU candidates are moreover required to obtain a study visa which must cover the entire duration of the academic year (September 2020 – September 2021). Both the study visa and the “declaration of value” are preconditions for enrolment and should be requested from the competent Italian Embassy or representation offices.
Additional studies and experience
Additional studies and practical experience in the area of human rights in inter-governmental, governmental, or non-governmental organisations are helpful.
Language competence
Certified fluency in English is an admission requirement to the programme. While not a prerequisite, the ability to understand lectures and read academic texts in French is a definite advantage for participation in the programme.
The Global Campus is mindful of how the COVID-19 pandemic is causing major disruptions to our lives, both professional and personal. While we are moving forward as planned with the organisation of the 2020/2021 EMA Programme at this moment in time, we have extended the application deadline. We will accept applications until 12 May, but please note that these applications will not be eligible for financial aid because of the lack of sufficient processing time.
Διάρθρωση του Προγράμματος
Το ακαδημαϊκό έτος χωρίζεται σε δύο (2) εξάμηνα: κατά το πρώτο εξάμηνο (από Σεπτέμβριο έως Ιανουάριο) τα μαθήματα διεξάγονται στη Βενετία (Lido), ενώ κατά το δεύτερο εξάμηνο (από Φεβρουάριο έως Ιούλιο), οι φοιτητές μετακινούνται σε ένα από τα 41 συμμετέχοντα Πανεπιστήμια σε κράτη μέλη της Ευρωπαϊκής Ένωσης –με την προϋπόθεση να βρίσκεται σε άλλη χώρα από τη δική τους– για να παρακολουθήσουν μαθήματα σε εξειδικευμένο τομέα της επιλογής τους και να αναλάβουν, υπό την εποπτεία ενός καθηγητή, έρευνα που οδηγεί στη συγγραφή της μεταπτυχιακής διατριβής τους.Η επιτυχής ολοκλήρωση των εξετάσεων και της μεταπτυχιακής διατριβής οδηγεί στη λήψη του Ευρωπαϊκού Μεταπτυχιακού Διπλώματος (επιπέδου Master) στα Δικαιώματα του Ανθρώπου και τον Εκδημοκρατισμό, το οποίο απονέμεται από κοινού από τα Πανεπιστήμια του GC/EMA που έχουν επικυρώσει τη σχετική Συμφωνία (Joint Degree Agreement).
Με τη λήψη του Διπλώματος αυτού δημιουργούνται για την πλειονότητα των αποφοίτων δυνατότητες εργασίας σε οργανισμούς σχετικούς με τα δικαιώματα του ανθρώπου (κυβερνητικούς ή μη-κυβερνητικούς, διεθνείς ή εθνικούς) είτε στα Γραφεία των οργανισμών, είτε και σε αποστολές πεδίου (παρακολούθηση εκλογικών διαδικασιών, παρακολούθηση ανθρωπίνων δικαιωμάτων, διεθνείς συνεργασίες). Ένας αριθμός αποφοίτων ασχολούνται με δραστηριότητες σχετικές με τα ανθρώπινα δικαιώματα σε συνεργασία με τα Υπουργεία Εξωτερικών της χώρας τους ή εργάζονται σε διεθνή ιδρύματα. Ορισμένοι απόφοιτοι ακολουθούν περαιτέρω ακαδημαϊκές σπουδές και έρευνα, ενώ κάποιοι είναι πλέον εκπρόσωποι του ΕΜΑ σε Πανεπιστήμια που συμμετέχουν στο Πρόγραμμα. Κατά τα προηγούμενα χρόνια, το Global Campus έχει διευκολύνει την είσοδο των αποφοίτων του στην αγορά εργασίας στον τομέα που αφορά τα δικαιώματα του ανθρώπου μέσω δύο επιτυχημένων προγραμμάτων πρακτικής άσκησης: το EMA Internship Programme και το GC EU-UN Fellowship Programme.
Προϋποθέσεις συμμετοχής στο Πρόγραμμα
Το ΕΜΑ είναι ανοιχτό στους πολίτες εντός και εκτός της Ευρωπαϊκής Ένωσης. Τα κριτήρια που συνεκτιμώνται κατά τη διαδικασία της επιλογής είναι τα εξής: η ακαδημαϊκή ικανότητα και το ακαδημαϊκό υπόβαθρο, η επαγγελματική/εθελοντική εμπειρία, η γλωσσική επάρκεια και τα κίνητρα συμμετοχής.Οι υποψήφιοι πρέπει να κατέχουν πανεπιστημιακό πτυχίο υψηλών προδιαγραφών σε πεδίο σχετικό με τα δικαιώματα του ανθρώπου –όπως το Δίκαιο, οι Κοινωνικές και Ανθρωπιστικές επιστήμες– που αντιστοιχεί τουλάχιστον σε 180 μονάδες ECTS. Η αποδεδειγμένη επάρκεια στην αγγλική γλώσσα είναι απαραίτητη προϋπόθεση για τη συμμετοχή στο Πρόγραμμα (ειδικότερα γίνονται δεκτά τα πτυχία FCE ή CAE, IELTS 6+ ή TOEFL 79+). Αν και δεν προαπαιτείται, η ικανότητα κατανόησης διαλέξεων και ανάγνωσης ακαδημαϊκών κειμένων στη γαλλική γλώσσα, αποτελεί σαφές πλεονέκτημα για τη συμμετοχή σε αυτό. Χρήσιμη, επίσης, θεωρείται η πρακτική εμπειρία στον τομέα των ανθρωπίνων δικαιωμάτων σε διακυβερνητικούς, κυβερνητικούς και μη-κυβερνητικούς οργανισμούς.
Οι υποψήφιοι που δεν θα έχουν ολοκληρώσει τις σπουδές τους κατά τη λήξη της προθεσμίας υποβολής των αιτήσεων, θα πρέπει να προσκομίσουν την τρέχουσα αναλυτική βαθμολογία τους. Η τελική αποδοχή τους στο ΕΜΑ θα είναι δυνατή, εφόσον προσκομίσουν έγγραφα που αποδεικνύουν τη λήψη του πτυχίου τους (μέχρι τις 31 Αυγούστου 2020).
Δίδακτρα και δυνατότητες οικονομικής ενίσχυσης
Για τη συμμετοχή στο ΕΜΑ, κατά το ακαδημαϊκό έτος 2020-2021, τα δίδακτρα είναι 5.650€ και το ποσό για την προώθηση της αίτησης 50€ (το ποσό αυτό καταβάλλεται από όλους τους υποψήφιους πριν την υποβολή της αίτησης συμμετοχής τους). Τα δίδακτρα καλύπτουν τα ακόλουθα: το σύνολο των μαθημάτων του ΕΜΑ, τόσο του πρώτου όσο και του δεύτερου εξαμήνου, το διδακτικό υλικό του πρώτου εξαμήνου, την ενισχυτική διδασκαλία, την πρόσβαση στην εξειδικευμένη βιβλιοθήκη του Global Campus, την ατομική πρόσβαση στο κλειστό πρόγραμμα ηλεκτρονικής εκπαίδευσης (e-learning) του Προγράμματος, τη χρήση των διαθέσιμων εγκαταστάσεων πληροφορικής (συμπεριλαμβανομένης της αίθουσας ηλεκτρονικών υπολογιστών και του χώρου ασύρματης
σύνδεσης στο Διαδίκτυο), καθώς και την επίσκεψη στο πεδίο (field trip) στο τέλος του πρώτου εξαμήνου.Το Global Campus of Human Rights δεν προσφέρει πλήρεις υποτροφίες. Μόνο ένας μικρός αριθμός φοιτητών μπορεί να επωφεληθεί από μία περιορισμένη οικονομική υποστήριξη με τη μορφή μερικής συμβολής που αφορά το κόστος διαβίωσης και/ή με ολική ή μερική απαλλαγή από τα δίδακτρα (κατά το προηγούμενο ακαδημαϊκό έτος χορηγήθηκαν οκτώ υποτροφίες). Εφόσον η συμμετοχή κάποιου υποψηφίου στο Πρόγραμμα του ΕΜΑ εξαρτάται από την παροχή οικονομικής υποστήριξης, αυτό θα πρέπει να φαίνεται με σαφήνεια στη φόρμα αίτησης οικονομικής βοήθειας.
Οι φοιτητές έχουν την ευθύνη να εξασφαλίσουν εξ ολοκλήρου τα έξοδα διαβίωσης και διαμονής τους, πριν από την άφιξή τους στη Βενετία (υπολογίζονται σε τουλάχιστον 850 ευρώ το μήνα). Επιπλέον, είναι υπεύθυνοι για τη στέγασή τους, τόσο κατά τη διάρκεια του πρώτου εξαμήνου στη Βενετία (όπου το γραφείο του ΕΜΑ παρέχει συμβουλές και προτάσεις σχετικά με τα καταλύματα), όσο και κατά τη διάρκεια του δευτέρου εξαμήνου σε ένα από τα 41 συμμετέχοντα Πανεπιστήμια.

First Semester
The first semester curriculum consists of:
A core programme (the first stream) aimed at the plenary group of students and assessed for the purposes of the degree
First stream courses are organised in five Thematic Sections (subject to modification):
- TS1: Human Rights Institutions, Mechanisms and Standards (United Nations; Council of Europe; EU; OSCE; Organisation of American States; African System; perspectives on Asia) — 8 ECTS
- TS2: Globalisation, Development and Human Rights (Stakeholders in Economic Globalisation: States, International Economic Organisations, Companies, NGOs; Human Rights and Development; Business and Human Rights; Economic, Social and Cultural Rights) — 4 ECTS
- TS3: Human Rights in Context: Historical, Philosophical, Anthropological and Religious Perspectives — 4 ECTS
- TS4: Building and Protecting Democracy (Regime Change and Democratic Consolidation; Transition and Transformation Processes; Governance; Political Participation; Electoral Processes) — 4 ECTS
- TS5: Human Rights, Peace and Security + Field Trip (Humanitarian Law; International Criminal Law; Security and Vulnerabilities; Field Missions; Terrorism and Human Rights) — 7 ECTS
Some distinctive features of the first stream include:
- Focused lectures on EU legislation and policies regarding human rights and democratisation
- Special classes on human rights and democratisation in specific countries or regions
- Simulation exercises: ECHR Moot Court, ESCR Moot Committee, ICC Moot Court, Mediation Simulation
A series of second stream activities consisting of specialised units devised for smaller groups
Second stream courses consist of different components tailored to students’ academic background and interests:
- Advanced Cluster classes that foster advanced knowledge of specific human rights issues — 2 ECTS
- Rolling Seminars aimed at reinforcing the foundations of law, philosophy and international relations — 1 ECTS
- Academic Skills classes to prepare students for exams, essay and thesis writing
- Workshops aimed at deepening some aspects of the first stream courses
- Practical Skill Building classes such as project management, electoral observation and digital verification
- Semester-long special student projects and initiatives
Some distinctive features of the first stream include:
- The EMA Human Rights Cultural/Film Festival: organised every year by a group of students on the occasion of Human Rights Day
- Workshops and skill classes where students learn about UN human rights mandates, develop their skills to manage a project, participate in a Model UN simulation or practice how to conduct interviews in the field
A field trip
The field trip is a trademark of EMA and has been organised by Mag. Marijana Grandits (from the Ludwig Boltzmann Institute of Human Rights at the University of Vienna) for years, first in Bosnia and Herzegovina (1998-2003) and then in Kosovo since 2004. This field training aims to provide insights into the practical tasks, difficulties, and expectations human rights officers face in the field, and to get a better understanding of the situation in a post-conflict country.
The field trip usually takes place in mid-January and comprises visits to international organisations as well as local and regional nongovernmental organizations working on human rights issues, such as property claims, torture related questions, legal advice, women’s rights, democratic elections, free media and children’s rights. Students stay with host families and are required to participate in all activities and events organised by the EMA academic staff, external facilitators from the EU and other experts. The field trip is included in the tuition fees.
I am grateful for the opportunity I had, to become an insider for a week in the context of Kosovo, to have the chance to meet all these people – some involved in the highest offices of the international community, others struggling to work for the good of civil society, but all of them aiming towards the same goal of stability and prosperity for Kosovo.

But we also learned a lot and saw a lot of what we had studied in Venice, which was a very good way of bringing together theory and reality (Nikolina Karaolia and Tiina Vahtras, EMA 2007/2008).
Though tired and weary towards the end, the return to Venice came too fast for all of us. There were still so many people to meet, and places to visit. While crossing the Adriatic back to the tranquility of the lagoon, many of us secretly made plans to go back some day. In fact, some of us have even managed to do so. The trip to Kosovo was my first contact with the world of human rights in the field. Organisation after organisation, meeting after meeting, it was amazing to make the link between the theory and the practice. In Kosovo during one week I was group leader, this sounds really responsible, just like in a real mission in a real NGO. Second Semester
During the EMA second semester students relocate to one of the 41 participating universities to follow courses in an area of specialisation of their own choice and to undertake personal supervised research finalised in the writing of their master‘s thesis.
This part of the programme is conceived as a European exchange, which implies that students will be hosted for the second semester activities in a university located in a country other than their own. During the first half of the first semester, students define individual thesis topics on the basis of which suitable EMA universities to host these studies are identified. This process is carried out by the EMA Academic Team according to an established format. The maximum number of students that can be hosted by each participating university is three.
Students may be allocated to any EMA university taking into account both the student’s and the university’s interest, the suitability of the thesis topic for the respective department and the quality of the thesis proposal. The decision is made by the EMA Executive Council (in consultation with the EMA Council) in December and is final and binding.
Assessment and Thesis
Assessment
- First semester assessment is made on the basis of written and oral assignments and exams.
- Only successful students are allowed to proceed to second semester courses.
- During the second semester, students will attend further specialised courses the assessment of which will be based on the practices of the hosting universities.
- The Master’s thesis is assessed with regard to both the written work and the oral defence.
Thesis
The thesis consists of an academic piece of work, between 20.000 and 30.000 words, written individually and independently by the student under the supervision of the EMA Director or another expert academic of the second semester university.
The thesis shall be written in English. However, students may write the thesis in French upon prior approval of the EMA Director of the second semester University.
The thesis defence is in English.
